This limit does not apply to cursors, icons, bitmaps, or other file-based resources. Resource file is not in 3.00 format. A cursor or icon used a format earlier than version 3.00. The resource must be converted or redrawn using the format for version 3.00 or later. Unable to open temporary file. The Resource Compiler/Visual C was unable to. My computer keep getting restart. Here is my minidump. I know it is the problem with ATI graphics drive, but I did not upgrade or done anything to it. It been working just fine. (I have a velocity template that generates the app.jnlp file which places it in all the correct places when my maven build runs) One thing I have seen happen is that the jnlp file is re-downloaded by the by the webstart runtime, and it uses the href attribute (which is left blank in your jnlp file) to re-download the file.

Solution 1: Reinstall the program

Generally, reinstalling the program, you are trying to run will be the first recommended solution to fix error in loading DLL at startup. But it would be best if you always were wary of uninstalling programs that share DLL files. When you are uninstalling the application, Windows will prompt that the DLL shared by this program may also be shared by other software, and clearing them may affect them that use it. If you are not sure about whether or not another program shares a DLL, it is best to leave it.

Solution 2: Clear and repair the registry

First, scan the computer to guarantee a clean environment for the system. Then clear and repair the registry. Usually, when the DLL error occurs, the Windows registry has been modified at the same time. The primary function of the Windows registry is to record every action on the system. It isn't effortless to handle it manually. You can use clean registry tools to do this work for you.
